Who We Are


Kevin Joseph, who founded The Joseph Group in 2004, has a long and influential history in telecommunications policy serving thirteen years on the House and Senate Commerce Committees in various capacities, plus sixteen years of private sector experience in the industry.

Joseph was a key Senate Commerce Committee staffer in the development, passage and implementation of the Omnibus Reconciliation Act of 1993 (OBRA), the Telecommunications Act of 1996, and OBRA 1997. He has a unique combination of substantive knowledge in telecommunications policy and politics. Joseph’s years of experience offers his clients unique insights into both the politics and formulation of telecommunications policy that is in a constant state of evolution in Washington. Joseph is known for his rare combination of bipartisan and bicameral relationships on Capitol Hill, as well as at the Federal Communications Commission (FCC). Joseph’s greatest value proposition, and the basis for many of his successes over the years, is his understanding and ability to manage the interrelationship between Capitol Hill, the Administration and the FCC.

On Capitol Hill, Joseph was Senior Counsel to the Subcommittee on Communications, Committee on Commerce, Science and Transportation. He served for nine years under both Senator Ernest F. Hollings (D-SC), the former Chairman of the Commerce Committee, and the late Senator Daniel Inouye (D-HI), the former Chairman of the Subcommittee on Communications and former Chairman of the Senate Appropriations Committee.

Joseph began his Capitol Hill career working for then-Congressman Ed Markey (D-MA) on the House Subcommittee on Telecommunications and Finance from 1988-1990. Markey was elected to the Senate in 2013 in a special election and reelected to a full term in 2014.

Joseph is from Charleston, SC and earned his undergraduate degree from Georgetown University and law degree from Catholic University’s Columbus School of Law.
